Developing baseline information for target-setting for key strategic objectives of the South African National Department of Social Development
The important areas of social policy – early childhood development, youth development, anti-substance abuse and food security – have been identified by DSD as requiring the development of baseline information for target setting. The objectives of this project were
- To conduct a comprehensive analysis of the nature and extent of the problem or demand for services – ECD, substance abuse, food security and youth development – from the national level down to the ward level. This will use direct indicators of need or reasonable proxies thereof.
- To determine the current provision of services to meet this demand by analysis of relevant documents and in particular the department’s administrative data sets.
- To develop demand models on which to base planning for on-going as well as future provision of services.
